In the year 2000, Idaho was the first state to create the America's Promise "Youth" license plate to honor young people and to fulfill a commitment to Retired General Colin Powell.
Proceeds from the sale of each license plate stay in the county where the plates are sold. 100% of the money generated is used to fund programs that help at-risk youth, and programs that offer activities during non-school hours. The goal is to help reduce drug and alcohol abuse, gang activity, and school drop outs.
